They likely also view it as a trick by the tobacco industry, who have tried many times in the past to deceive the public and make their products appear safer than they are.

Another enemy to vaping is the pharmaceutical industry. These companies make a lot of money on cessation drugs and nicotine patches, and view vaping as a directly cutting into those profit. They have funded several misinformation campaigns to make vaping seem more harmful than it is.
